Attica City Clerk/Treasurer, Ms. Sharon Negele, was the program for the May 2nd Rotary Club meeting. Ms. Negele outlined her occupational responsibilities and informed the club about the many services the City of Attica has available to its residents.
Ms. Negele has been the Clerk/Treasurer for the City of Attica since July of 2003. As she entered into the position of Clerk/Treasurer, she realized all the record keeping at city hall was being hand recorded. Ms. Negele immediately set out to update and bring her new position into the technological age. Her first priority was to fund for computers, new software and training for the new accounting system to be used.
A City Clerk/Treasurer position is a 4-year elected term. Ms. Negele strongly advises that the position needs to be filled with qualified, educated candidates and not filled by a popularity vote. The importance of the Clerk/Treasurer’s position necessitates this educational requirement, as the position is one of great significance in the smooth running of a city government.
Ms. Negele took the A-W Rotary Club through a basic lesson on the ABC’s of a city government. Attica is a Class C city. The population of the city it services designates this classification. The only Class A city in Indiana is Indianapolis. A city has a mayor while a town has a board of trustees that administer the community. A city budget takes six months to be approved and it is financed by property and business taxes.
The Clerk/Treasurer position is a combination of two specific duties that help the running of the city. The Clerk’s position is mainly involved with utilities, zoning requirements, human resource responsibilities, collection of taxes, disaster recovery program for the city and other typical clerk duties. Ms. Negele stresses she has made a vast effort to maintain a true customer service focus in her Clerk’s department at the city offices. The Treasurer’s position is one of: administering accounts payables, taxes, grant management, budget planning and working in a cooperative partnership with the city Mayor.
Ms. Negele then went into detail about what various city programs do for the citizens of Attica and in particular, how the Clerk/Treasurer position plays a role. She felt it is her responsibility to educate the public as to what a city government can do for its citizens. |
